REFERENCE FRAMEWORK IMPLEMENTATION OF TRAINING COMMUNITY Motivator
I. Background
Jakarta as a city with a population of over ten (10) million people have the complexity of the problems caused by residents of Jakarta does not have citizenship awareness (a sense of citizenship) and social skills as a modern urban civilization, measured by international standards. This can be seen with frequent conflict, both among students and residents, and even ways to uphold democracy. Similarly, citizen indifference to the environment, indiscipline, frequent violence, juvenile delinquency and even follow a dangerous lifestyles such as use of drugs, promiscuity.
Social vigilance citizens is still low as the environmental safety, fire, infectious diseases and so on. On the other side of Jakarta has considerable potential as the thinker (Expert, clergy, historian), activists (NGOs, local organizations), Institute of Education, Mass Media (electronic, print, cyber), the Government and Private. Jakarta needs foundation values such as justice, caring, independence and democracy in a compact and integrated with the function of education about the values.
Jakarta takes the concept of citizenship and education activities (citizenship education) is more appropriate and effective. Based on the Jakarta administration considers necessary to assist the establishment of an institution (outside of government bureaucracy) that is the Community Empowerment Institute Jakarta (LPMJ) which serves to develop the potential, and improve the effectiveness and quality of civic education activities that have been carried out by governmental organization movement.
In LPMJ activity should have a network of cooperation with community leaders in order to motivators debriefing / cadre of community development in their respective villages.
II. Objectives
The purpose of this activity is to form a network of up to the level of District of Jakarta, amounting to 267 urban villages in 2006 had been formed in 137 urban villages, each with 3 people as a motivator of village level community development, whereas in the year 2007 will be held in other Sub-District 137 , which is expected to complete all Motivator terbentunya Community Empowerment Network in 267 Villages with a total of 801 people motivator.
The purpose of this activity is to: Generate a motivator who have insight, knowledge, understanding, skills required to perform community empowerment at community level (RT / RW) Support the DKI Jakarta Provincial Government programs (sectoral and spatial) to accelerate the socialization of the community empowerment program. Preparing the motivator that serves as a strategic thinker (think tank) wards.
III. Expected Results
Learning programs increased citizen or civic education programs at the neighborhood level increased community participation in development at the parish level.
IV. Scope of Work
Determining the method of determining participants / motivator: a village, village criteria, criteria for participants / village, and the number of participants per village

Conducting training, the number of participants 390 participants, divided into 3 forces. Each generation consisted of 130 participants.
This training consists of 2 (two) phases, the first phase will last for 1 day, then the second stage will take 2 days for the consolidation and filling materials.
V. Methodology
Determining the curriculum and training modules developed by considering several stages. Of each stage is intended to get input and ideas. Meeting between members LPMJ, KPMJ and experts to determine the general material working meeting between the teams of experts and the author module (and the team LPMJ Department of Social Psychology, Faculty of Psychology UI) for the recruitment, assessment facilitator training facilitators who will be involved in training LPMJ VI .
Criteria Motivator
Minimum age 22 years
Healthy physical and spiritual
At least high school education and equal
Already have a steady income
Organizational experience in the village
Possible motivators are not members of political parties (non-participants)
Candidates proposed motivator of men and women
Stay and live in urban villages with ID card and proof of ownership certificate lurah (length of stay of at least 2 years)
And has long been active in various activities in the empowerment of local communities (apart from any position)
Has won the trust and cooperation with village communities and village government
Dedication and interest has become a social worker (volunteer) in community empowerment
Ability to link / liasion between all groups of society and government in village level
Proposed by the village
Active and influential in the community
VII. Implementation Training
Determination of criteria for community empowerment motivators.
Participants were asked to bring the data of District.
Methods Workshop / Sarasehan: training & practice (learning while practicing).
VIII. Recruitment Process
Develop recruitment administration: a letter to the Sub-District, BPM, application form.
Recruitment is done stratification, according to village representatives with certain conditions.
IX. Aim
Motivator and Community leaders who have experience as a counselor / coach in the field of community empowerment.
X. Schedule
Motivator training activities of community empowerment will be held for 3 (three) forces @ 3 (three) days with the implementation schedule in June â € "July 2007.
